The Collapse of the 28-Article Peace Proposal for Ukraine: Why Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the tension sparked by the presentation of a new 28-article proposal for achieving ceasefire appeared – momentarily – to have been contained. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its countermove: another massive barrage of aerial bombardment on Kyiv.

The Pattern of Diplomacy and Destruction

The chain of conflicting incidents captured the harsh reality of the recent timeframe. By day, diplomatic battles are conducted: optimistic declarations are issued from various governments. Immense energy is allocated on containing certain initiatives. By night, the Kremlin clearly shows the world that, for them, war remains the key method for achieving "resolution".

Nighttime Reality

As Russia's attack progressed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor projectile deployments from across the border, a ability provided through current data. From witness perspectives, military aircraft that had been deployed to intercept incoming aerial threats roared overhead – modern combat jets provided to Ukraine by European allies.

Shortly after, Kyiv's missile defense engaged: defensive missiles targeted at a hostile projectile. This was a modern interception technology at work, probably supplied through Western nations. Every firing jolts you unexpectedly, shaking the windows. The instant of fear quickly becomes sober acceptance: perhaps the approaching threat won't cause damage this time, protecting urban areas from ruin and additional electricity failures.

Continuous Dangers

Not long after, a heavy machine gun fired at a drone in the vicinity, part of a defensive team – almost certainly Western-made equipment. Regrettably, the shots failed to hit the hostile drone – it maintained course toward its objective.

Intermittently, this persisted until dawn. Kyiv greeted the morning news: seven people killed, destruction and utility failures in many homes as a result of the night's assault. As customarily, everyone still went about their day – living the war. But those 24 hours encapsulated Ukraine's critical military reliance on Western support – a need that neighboring countries are evidently unprepared to fill in the short term.

Failed Diplomacy

The 28-point plan from US administration sparked intense emotion, discussion and profound anxiety – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and international summits.

Every new proposal from US leadership follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with partner nations, manages to fend off. They manage the tension but never actually achieve victory. This cycle will, undoubtedly, endure.

Tactical Assessments

It is easy to blame specific actors of persistently promoting Kremlin's demands. But that does not seem to be the complete picture. American leadership functions according to a principle well known to international relations experts: you cannot win at the negotiating table what you have lost on the battlefield. The White House presumes that it is unrealistic to pressure the Kremlin to relinquish the areas that it presently holds in Ukraine's occupied territories.

The challenge is that while acknowledging this situation, US leadership does nothing to discourage Russia, through diplomacy or military means, from thinking that the current condition will not change more in its favour in the months ahead.

Conflicting Perspectives

Therefore, Russian leadership is convinced that duration works to their advantage – that Ukraine and its partners are nearing depletion. Their reason to agree to terms that does not give them the maximum possible gain is almost completely absent. There may be multiple initiatives to achieve ceasefire, but they will continue as long as Russia's government remains completely certain in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, gradually sacrificing people and territory but avoiding a total frontline collapse until conditions improve in its advantage.

Existing Situation

Realistically, there are no real preconditions for a armistice. Now, individual motivations are becoming relevant: political desires to mediate resolution and achieve global acclaim, and the government's twin challenges – on one hand, not to distance important partners, and on the other, to mobilize citizens around the country's interests against any initiative Kyiv finds unsuitable, so that their focus does not shift toward domestic problems. And although their objective will now be considerably more difficult after recent developments, it remains highly unlikely that this will alter their fundamental strategy.

These opposing factors are guiding negotiations.

Assessment and Future

It took a only one week to terminate the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by Washington, pushback by Ukraine and the remaining European nations, along with pacifying measures of representatives, and finally, recent disclosures, all achieved their purpose.

While new proposals based on established approaches are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are based on Russian demands and demonstrate particular unwillingness to modify developments, if they stand together and enhance their military capacity at a much faster pace. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, mainly require sustained allied backing.
